NATO Chief Urges Greater UK and European Defence Spending Amid Rising Security Threats

LONDON: NATO Secretary General Mark Rutte has called for greater military and financial contributions from the United Kingdom and European allies, warning that the alliance is facing one of the most challenging security environments in a generation.
Speaking during a visit to the UK, Rutte said Europe must take greater responsibility for its own defence while maintaining a strong transatlantic alliance.
“We need more UK and more Europe in the alliance,” Rutte said in a speech at Ditchley Park in Oxfordshire, a historic wartime retreat associated with former British Prime Minister Winston Churchill.
Rutte praised Britain’s commitment to increasing defence expenditure but stressed that the effort would need to continue over the long term.
The NATO chief’s comments come amid pressure on European members to increase defence spending following the alliance’s 2025 summit in The Hague, where members agreed to significantly raise their defence investment.
Under the broader NATO target, allies are expected to move towards defence spending of 3.5 percent of gross domestic product by 2035, alongside additional defence-related expenditure.
The UK has so far committed to increasing defence spending to around 2.7 percent of GDP by the end of the next decade. However, financial pressures have complicated plans for a faster increase in military expenditure.
Rutte said Britain had a “central role” in strengthening Europe’s contribution to NATO and highlighted the country’s nuclear deterrent and conventional military capabilities.
He also praised Britain’s support for Ukraine, noting that the UK provides billions of pounds in military assistance annually.
According to Rutte, Russia’s war in Ukraine, terrorism, tensions involving Iran and broader geopolitical competition have created a more complex security environment for NATO.
He warned that greater European investment was necessary to maintain the credibility of the alliance’s collective defence.
UK Defence Spending Under Pressure
Britain has traditionally maintained one of NATO’s largest defence budgets, but its position among European allies has changed as Germany has expanded its military expenditure.
The UK is also facing pressure to balance higher defence spending with wider fiscal constraints. Questions remain over how quickly Britain can reach NATO’s long-term spending objectives.
Rutte said the UK was also playing an important role in responding to what he described as Russian provocation and sabotage activities across Europe.
His comments followed a meeting with British Prime Minister Andy Burnham in Oxford, where NATO commitments were among the issues discussed.
Burnham reaffirmed Britain’s continued commitment to NATO, saying there had been no change in the country’s obligations towards the alliance.
Canada Seeks Closer European Defence Cooperation
Meanwhile, Canada has formally applied to join the UK-led Joint Expeditionary Force (JEF), according to Canadian Prime Minister Mark Carney’s office.
The JEF is a military cooperation framework involving 10 NATO members: the UK, Denmark, Estonia, Finland, Iceland, Latvia, Lithuania, the Netherlands, Norway and Sweden.
Canada is already a NATO member, but its application reflects Ottawa’s interest in strengthening defence cooperation with European partners.
The development comes as NATO members reassess their defence arrangements amid growing geopolitical tensions and uncertainty over the future balance of responsibilities between North America and Europe.
